A mysterious wave of terror runs through the immigrant community of Shepherds Bush when the body of a man is pulled out of the Thames with his arms and legs sewn back onto his torso.
Assigned to the case are DI Dan Twentyman and a disgruntled DI Moses Jones, seconded from Scotland Yard simply because he's black. Confronted with a wall of silence from the cab drivers, restaurant staff and other itinerant and casual workers populating the area, Jones and Twentyman are at a loss as to whether to put the mysterious death down to ritualistic murder, terrorism, organised crime or the work of a lunatic.

In a quiet caravan park on a summer's afternoon a seven-year-old boy goes missing. Miles away – in a seemingly unconnected case – another seven-year-old boy is also reported missing, taken from a children's play area. These incidents at first appear random, until it emerges that the boys live in the same area.
Barclay and his team, including fast-tracked DI Zoe Larson and experienced officer DS Nick Dyer, struggle to find links between the boys and clues to their whereabouts. They are increasingly hampered by the force‘s senior management and a home office determined not to negotiate with the kidnappers.
